For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
SEPCO seeks pre-printed billing forms in general and MDI batches for ongoing electricity billing operations across Sindh.
Scale appears medium to large given utility billing volume and provincial coverage. This is recurrent procurement (utilities order forms continuously), not one-off. Offset printing capability essential. July 2026 deadline provides reasonable lead time. Key competitive advantage lies in demonstrating reliable past supply to utilities or similar large-scale operations and clean performance history—non-performance will disqualify.
Who can bid: Typically requires SECP registration (private company) or sole proprietor NTN, valid business registration, proof of financial capacity, and documented experience supplying printing/bill forms. Integrity pact signature mandatory. Clean non-performance history is stated requirement. PEC registration not applicable (goods supply, not construction).
