Outsourcing of General Non-Core Human Resource by Center of Excellence CPEC

The Center of Excellence, China Pakistan Economic Corridor (CoE-CPEC) invites sealed bids on a single-stage, one-envelope basis for the outsourcing of general, non-core human resource services under a three-year open framework agreement in accordance with Public Procurement Rules, 2004. This procurement is open to eligible, experienced, and reputable firms with offices or setups at Islamabad or Rawalpindi that are registered with the sales tax department and possess a valid national tax number (NTN). The contract will be administered from the CoE-CPEC office in Islamabad, Federal Pakistan.

Prospective bidders must be registered with the relevant tax authorities and must submit a bid security of Rs. 20,000 in the form of a call deposit receipt payable to PIDE, Islamabad. Firms must provide evidence of previous reputation and work completion certificates relevant to human resource outsourcing services. All bidders are required to submit an undertaking confirming they have not been blacklisted by any organization or establishment. The tender follows the single-stage, one-envelope bidding procedure as prescribed under the Public Procurement Rules, 2004.

Technical proposals must be submitted in sealed envelopes on or before July 29, 2026 by 11:00 hours. Bid opening will occur on the same day at 11:30 am in the office of the Chairman Purchase Committee at CoE-CPEC in the presence of vendors.
