For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
CoE-CPEC seeks a three-year framework agreement for design, printing, and publication services—a recurring, high-volume engagement likely supporting CPEC communications and documentation.
Scale suggests medium-to-large annual volumes given the three-year commitment. Notable: geographically restricted to Islamabad/Rawalpindi firms only, creating a protected local tender; very tight deadline (notice to bid closure likely <6 months); framework nature implies variable order placement rather than fixed quantities, requiring operational flexibility and on-call capacity.
Who can bid: Must be registered with sales tax authority and hold valid NTN. Typically, SECP registration (if not a sole proprietor) is required. Firms must be located in Islamabad or Rawalpindi with operational offices. Prior experience in design/printing/publication with completion certificates and reputation evidence mandatory. Non-blacklist undertaking required. PEC category not applicable (printing services, not construction).
