Description / Scope of Work
The Center of Excellence, China Pakistan Economic Corridor (CoE-CPEC), under the Ministry of Planning, Development & Special Initiatives, invites sealed bids for a Three-Year Open Framework Agreement to establish a General Order Supplier arrangement. This procurement seeks to identify and engage eligible and reputable firms that will provide general order supply services to support the operational and administrative requirements of CoE-CPEC in Islamabad. The tender is issued in accordance with the Public Procurement Rules, 2004, and follows a single-stage, one-envelope bidding process. The agreement will be valid for three years and is open to firms registered with the sales tax department and holding a national tax number (NTN).
Eligible bidders must be experienced and reputable firms with established offices or setups in Islamabad or Rawalpindi. Firms are required to submit previous work completion certificates and evidence of their reputation in the relevant field. A refundable bid security of Rs. 20,000 is mandatory and must be submitted in hard form as a call deposit receipt in favor of PIDE (Pakistan Institute of Development Economics), Islamabad. Bidders must also provide an undertaking confirming that their firm has not been blacklisted by any organization or establishment. All submissions must include necessary tax registration documentation and details of work experience relevant to general supply operations.
Technical proposals must be submitted in sealed envelopes on or before July 29, 2026 at 11:00 hours. Bids will be publicly opened on the same day at 11:30 am in the office of the Chairman Purchase Committee CoE-CPEC, with vendors invited to attend.
