Description / Scope of Work
Port Qasim Authority, under the Ministry of Maritime Affairs, Government of Pakistan, invites sealed bids from financially sound contractors and firms for a Cleaning & Sweeping Services Contract covering PQA areas, offices and housing complex in Karachi, Sindh for the period 2026-28. Bidders must be registered with both the Income Tax and Sindh Sales Tax Departments and possess sufficient experience in relevant cleaning and sweeping services with suitably qualified personnel. The tender is issued by the Environment and Safety Department of Port Qasim Authority, with reference number as stated in the notice inviting tender.
Eligible bidders must demonstrate financial soundness and maintain mandatory registration with Income Tax and Sindh Sales Tax authorities. Bid security in the form of a Pay Order amounting to Rs. 1,000,000 (One Million rupees) issued by a Pakistani schedule bank with AA rating and located in Karachi must accompany the technical proposal. Tenders submitted without bid security shall be rejected. The bidding process follows the Single Stage-Two Envelopes Procedure under Rule 36(b) of Public Procurement Rules-2004, with separate envelopes for technical and financial proposals.
Bidding documents are available from the office of the Director, Environment & Safety Department, Port Qasim Authority during office hours upon submission of a non-refundable pay order of Rs. 2,000 payable to Port Qasim Authority up to 28th August 2026. Documents may also be downloaded from PQA and PPRA websites. Sealed bids must be submitted on or before 28th August 2026 at 12:00 hours at the office of the Director. Technical proposals will be opened on the same day at 12:30 hours, followed by financial proposal opening for technically qualified bidders.
