Description / Scope of Work
The Communication and Works Division Torghar, Government of Khyber Pakhtunkhwa invites electronic bids from eligible contractors for four road construction, improvement, widening and rehabilitation projects in Hazara Division, Khyber Pakhtunkhwa. The tender covers improvement and widening with PCC (Portland Cement Concrete) work on Bartooni Road (8 kilometers) estimated at Rs. 164.732 million, Kopra Akazai Road (5 kilometers) estimated at Rs. 106.768 million, Tilli Syedan Road (1 kilometer) estimated at Rs. 20 million, and construction of a new road from Naraza Bartooni to Gatta Baig (1 kilometer) estimated at Rs. 8.5 million. The total estimated cost of all four projects is approximately Rs. 300 million. This procurement follows KPPRA procurement rules 2014 and is being conducted through the E-PAD electronic bidding system.
Eligible bidders must possess valid PEC registration of C-4 and above category for the larger road projects and C-6 and above for smaller works, along with valid C&W Department enlistment and NTN/Income Tax certificates. Contractors quoting up to 10 percent below the engineer's estimate must submit bid security at 2 percent of the estimate; those quoting 10 to 20 percent below must submit an additional 8 percent security; those exceeding 20 percent below must provide an additional security equal to the differential amount along with detailed rate analysis. A tender form fee of 0.05 percent of the engineer's cost must be deposited as a non-refundable call deposit. All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority and provide evidence of financial soundness, relevant experience in the last five years, technical personnel, and equipment capabilities.
Bidding documents can be downloaded from the E-PAD system and KPPRA website, or obtained from the office of the Executive Engineer, C&W Division Torghar upon payment of a non-refundable printing fee of Rs. 3,000 during office working hours on or before July 27, 2026. Bids must be submitted electronically through the E-PAD system with technical and financial proposals submitted online, while original affidavits, bid security, and additional security must be submitted in separate sealed envelopes before the closing time. The deadline for submission is July 27, 2026 at 12:00 PM, with opening scheduled for July 27, 2026 at 12:30 PM. A pre-bid meeting will be convened on July 20, 2026 at 11:00 AM in the office of the Executive Engineer, C&W Division Torghar.
