Description / Scope of Work
Pakistan State Oil Company Limited (PSO) invites quotations for services required to upgrade Microsoft Endpoint Configuration Manager (MECM) at PSO House, Clifton, Karachi, Sindh. The scope of work includes comprehensive assessment and planning of the existing MECM 2303 infrastructure, review of primary site servers, site systems, distribution points, management points, software update points, cloud management gateway, SQL Server and reporting services. The vendor must identify compatibility issues with Windows Server versions, SQL Server versions, ADK and WinPE add-ons, and prepare detailed upgrade implementation plans with rollback strategies. The project encompasses upgrading MECM current branch from version 2303 to the latest supported release, upgrading all site system roles and MECM console versions, upgrading MECM clients across the environment, and applying all post-installation updates and hotfixes. RFQ number IT19773SZ was issued on 10 July 2026 with quotations required by 27 July 2026.
Eligibility requires bidders to be registered with the Income Tax Department or FBR with valid NTN or STN. The bidder must nominate a designated representative for all clarifications and correspondence with PSO via email. PSO reserves the right to reject bids during technical evaluation if any submitted documents are found manipulated, forged or fabricated, if the bidder directly or indirectly influences the evaluation process, harasses PSO employees, is in litigation with any company or PSO, or attributes false or manipulated information. The entire quoted cost must include all applicable taxes, installation, testing and commissioning charges.
Validation and health checks form a critical component, requiring verification of site replication and database health, validation of client communication, software and application deployments, software updates and patch management, compliance settings, endpoint protection integration and reporting services. The vendor must resolve upgrade-related issues, optimize boundary groups and distribution point configuration, review MECM security configuration against Microsoft best practices, validate service accounts and permissions, and implement recommended security configurations. PSO requires a minimum of three months post-upgrade support at no additional cost to resolve all issues. The vendor is also responsible for removing stale computers and users from the environment.
