Water Treatment Plant and Infrastructure Development by PIDCL

The Pakistan Infrastructure Development Company Limited (PIDCL) under the Ministry of Housing & Works, Government of Pakistan, is inviting sealed bids through the E-PADS 2.0 online procurement platform for five major infrastructure development schemes in Sindh province. The projects include upgradation of water treatment plants at Prehabad and Taluka City Hyderabad covering civil, electrical, mechanical and allied works; installation of solar street lights and solar equipment at schools and colleges in Taluka City; provision and laying of a 20-inch main water supply line from Prehabad Filter Plant to commanding areas; and construction or upgradation of various roads, streets, storm water drains and water supply lines in Taluka City, Hyderabad. The estimated total cost of these five contract packages ranges from Rs. 6,000,000 to Rs. 12,650,000 with total project value exceeding Rs. 900 million.

Bidders must have valid registration with the Pakistan Engineering Council (PEC) in appropriate categories and specialized fields under relevant codes, valid registration with the Federal Board of Revenue (FBR), and clearance from the Sindh Revenue Board (SRB) Tax Authorities. A bid security ranging from Rs. 2,250,000 to Rs. 12,650,000 is required depending on the contract package, and all bids must be submitted electronically through the E-PADS 2.0 platform. Only firms meeting the eligibility criteria with proper documentation and tax compliance will be considered for evaluation.

Prospective bidders can obtain bidding documents online from https://eprocure.gov.pk/ by paying a non-refundable fee of Rs. 5,000 payable to PIDCL. Tender documents must be uploaded electronically with a scanned copy of the tender fee receipt and bid security documents submitted separately in sealed envelopes to the office of the General Manager (F&A) / Chief Finance Officer at PIDCL, Bahria Complex-IV, 6th Floor extension Block Gizri, Karachi. The pre-bid meeting is scheduled for 23/07/2026 at 11:00 AM with bid submission deadline of 31/07/2026 at 10:00 AM and opening on the same date at 11:00 AM. For further clarification, interested bidders should contact the Office of the concerned Manager Technical / Executive Engineer at PIDCL, Plot No.16 Carlton Hotel near Cantt Station, Karachi, at least ten days before the submission deadline.
