Description / Scope of Work
The Ministry of Science and Technology, Islamabad, invites pre-qualification applications from eligible firms and vendors for repair and maintenance services, civil works, and purchases during the financial year 2026-27. This is a national-level procurement of non-consulting services under reference number P61094, conducted through a single-stage one-envelope bidding process. The Ministry has reserved funds for the planned procurement and intends to pre-qualify service providers who will subsequently be invited to participate in the formal bidding process. Only pre-qualified applicants will be entitled to participate in the subsequent procurement proceedings and tender contract awards.
The pre-qualification process is open to all national applicants subject to fulfilling the eligibility and qualification criteria specified in the pre-qualification document. Interested applicants must demonstrate relevant past experience, completed contracts, and satisfactory contract performance history. Applicants must possess valid business registration, tax clearance certificates, and comply with all regulatory requirements. The evaluation will assess technical and financial capability, organizational structure, and absence of pending litigation or historical contract non-performance.
Complete pre-qualification documents are available through EPADS v2.0 (e-Pak Acquisition and Disposal System) at https://epads.gov.pk/opportunities/federal/procurements/61094. Interested applicants should contact the Ministry of Science and Technology, Section Officer, at 1-Constitution Avenue, Sector G-5/2, Islamabad Capital Territory, by phone +92-307-012-8548 or email so-gen@most.gov.pk during office hours for further information. Pre-qualification applications must be submitted through the EPADS portal with a closing date of August 4, 2026.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
Ministry of Science and Technology is pre-qualifying a vendor panel for FY 2026-27 covering repair/maintenance, civil works, and purchases.
This is a pipeline opportunity—successful pre-qualification grants eligibility to bid on subsequent individual contracts, but does not guarantee work volume or timeline. Scale appears medium to large given national scope and multi-category procurement. Notable: panel-based model means qualification now, tendering later; applicants need proven track record and clean compliance history to be shortlisted.
Who can bid: Typically: Pakistani national firms/vendors with SECP registration, valid NTN, tax clearance, and no pending litigation. Past contract performance history essential. For civil works, PEC registration likely required but not explicitly stated. Applicants must demonstrate technical and financial capacity. No restrictions on firm size stated.
