Description / Scope of Work
The Office of the Commissioner Gilgit Division invites sealed tenders from authorized distributors, suppliers and well reputed firms for the financial year 2026-2027. The procurement encompasses four main categories: repair and maintenance of transport regular and IS vehicles; unforeseen expenditure for purchase of relief items and disaster mitigation materials; exhibition and fairs related supplies; and miscellaneous items. The total value spans multiple call deposit amounts ranging from Rs. 45,000 to Rs. 675,000 across the categories. The successful contractor will be bound to supply items to the Commissioner Office Gilgit until 30th June 2027. This is a critical procurement for the Gilgit-Baltistan administration covering essential operational and emergency response requirements.
Eligibility is restricted to authorized distributors, suppliers and well reputed firms. Bidders must submit an affidavit on Rs. 100 stamp paper confirming they have never been blacklisted by any Government, Semi-Government Organization or PPRA. Earnest money must be attached as a demand draft or pay order in the name of Commissioner Gilgit Division from any scheduled bank, with amounts varying by category from Rs. 45,000 to Rs. 675,000. All tenders with incomplete supporting documents will be rejected, and firms quoting irrational or unjustifiable rates compared to market rates shall be disqualified. The evaluation will follow a Single Stage-two envelope procedure using a 70:30 weightage formula with 70 marks for technical proposal and 30 marks for financial proposal, requiring minimum 60 percent marks in the technical component.
Tender forms and NITs are available for non-refundable fees deposited through Treasury Challan in the National Bank of Pakistan: Rs. 10,000 for Transport Repair tenders, Rs. 8,000 for Unforeseen Expenditures and Relief Items, and Rs. 4,000 for Exhibition and other categories. Closing dates vary by category between 3rd and 7th August 2026 with opening on the same day. Documents must reach the Commissioner Office Gilgit on or before the specified closing dates. For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
Four-category annual framework procurement (FY 2026-27) for Gilgit Division operations: vehicle maintenance (regular & IS fleet), emergency relief/disaster materials, exhibition supplies, and miscellaneous items.
Individual category values Rs. 45k–675k suggest modular purchasing rather than single large contract. Notable: 70:30 technical-financial split with 60% technical floor indicates quality emphasis over price; one-year supply window (until June 2027) suggests ongoing vendor relationship. Irrational rate disqualification signals willingness to reject lowest bids—market alignment critical. Fragmented closing dates (Aug 3–7) by category require careful tracking.
Who can bid: Must be authorized distributor, supplier, or well-reputed firm; no explicit PEC category listed for non-construction elements. Typically requires NTN/SECP registration and active tax compliance. Mandatory: Rs. 100 stamp paper affidavit confirming no blacklisting by government or PPRA. Earnest money (demand draft/pay order to Commissioner) matching bid category value. Non-refundable tender fee via Treasury Challan to NBP.
