Description / Scope of Work
The Gilgit-Baltistan Disaster Management Authority Skardu invites sealed tenders from qualified firms and contractors for repair and maintenance services of light vehicles and heavy machinery during the financial year 2026-27. This is a single-stage two-envelope procurement process conducted under GB Public Procurement Regulatory Authority (PPRA) rules. The tender covers transportation equipment (A131001) and encompasses maintenance and repair work for government-owned fleet assets across Gilgit-Baltistan province, with services required throughout the financial year and potentially extendable for an additional six-month period based on satisfactory performance.
Bidders must be registered firms with at least two years of demonstrated experience in repair and maintenance of vehicles and heavy machinery for government or private organizations. A call deposit of Rs. 72,000 must be submitted as bid security in the name of the Assistant Director GBDMA Skardu from a scheduled bank. Firms must provide proof of company registration under applicable Pakistan laws, valid CNIC of the authorized signatory, bank statements reflecting financial standing for the past year, and at least two work orders with completion certificates from similar assignments. An affidavit on stamp paper confirming no blacklisting by any government or PPRA authority is mandatory, along with undertakings confirming acceptance of all terms and accuracy of submitted information.
Bids must be submitted in two separate sealed envelopes within one outer envelope by 10:30 AM on September 8, 2026. Envelope-I contains technical and eligibility documents while Envelope-II contains the financial proposal with schedules of rates for both heavy machinery repair and light vehicles/generator maintenance. Bids remain valid for 90 days from opening date. Opening is scheduled for 11:00 AM on the closing date. Preference shall be accorded to firms with established workshops and spare-parts outlets across all Gilgit-Baltistan districts or demonstrating widest district-level coverage.
