Procurement of Goods, Works and Services for Abkalani 2026-27 by Irrigation Department Sindh

The Irrigation Department, Government of Sindh, through its Begari Sindh Feeder Division in Kashmore, invites sealed bids for the annual procurement of goods, works and services for the financial year 2026-27. The scope includes supply of materials under the Abkalani programme, procurement of machinery and vehicles, and general and miscellaneous items required for operations and maintenance (O&M) and maintenance and repair (M&R) works. The tender is issued under reference SKP/G-148/1220 dated 09 July 2026 and is conducted through the E-Pak Acquisition and Disposal System (EPADS) in accordance with SPPRA Rule 2010 (Amended 2019) following National Competitive Bidding procedures.

Bidders must be registered with relevant provincial and federal tax authorities including FBR and SRB, and shall produce valid tax certificates and CNIC affidavit confirming the firm has never been blacklisted. A call deposit bid security of Pakistani Rupees one million (PKR 1,000,000) is required from successful bidders. The bidding documents are non-refundable and attract a tender fee of PKR 3,000. Rates quoted must be all-inclusive of prevailing taxes and remain valid and effective until 30 June 2027. Conditional bids will not be entertained.

Bidding documents are available from the office of the Executive Engineer, Begari Sindh Feeder Division, Kashmore during office working hours. Documents must be submitted by 12:30 PM on 03 August 2026 and will be opened the same day at 1:00 PM by the Procurement Committee in the presence of contractors or their authorized representatives. In case of insufficient responses, a second schedule will be held on 18 August 2026 with bid receipt and opening at 1:00 PM and 1:30 PM respectively. The Procuring Agency reserves the right to reject any or all bids under SPPRA Rules 2010.
