The Regional Directorate of Food, Hyderabad Region, Government of Sindh Karachi invites interested bidders to participate in a re-invitation of tender notice 2026 for transportation of wheat old stocks pertaining to crop years 2023-24 and 2025-26 across various districts of Hyderabad Region. The procurement encompasses five distinct transportation routes with bid security amounts ranging from Rs. 24,000 to Rs. 886,000, depending on route complexity and wheat quantity. The tender is issued under the Sindh E-Pak Acquisition and Disposal System (EPADS) utilizing a single-stage one-envelope procedure, with bidding conducted electronically through the EPADS portal. Total contract values vary by route, with bid submission deadline of 30 July 2026 at 12:00 PM and opening scheduled for the same date at 12:30 PM. Successful bidders will be responsible for loading, unloading, proper stacking of wheat bags at collection centers and godowns, transportation with safety measures against weather damage, and timely delivery to designated receiving points within Hyderabad Region.
Bidders must be registered with the Federal Board of Revenue (FBR) and/or Sindh Revenue Board (SRB) as active taxpayers, and must maintain tax payer registration status throughout the contract period. Transport contractors without prior food department experience are required to demonstrate handling capacity exceeding 10,000 metric tons of wheat or similar commodity during the preceding three years, supported by experience certificates from government authorities. All bidders must submit bid security of 5 percent on contract value as performance guarantee within the specified period, with failure to do so resulting in automatic bid rejection. Successful contractors shall be bound to pay all applicable taxes including income tax, sales tax, and stamp duty at the time of payment.
Bid documents are available on the SPPRA E-PADS portal at www.eprocure.gov.pk, with tender fees of Rs. 5,000 (non-refundable) payable separately from bid security. Both bid security and tender fee must be submitted in the form of call deposit, pay order, or demand draft in the name of Deputy Director Food Hyderabad Region. Original bid security and tender fee submissions must reach the office of Deputy Director Food, Room No. 109, Ground Floor, Block-A, Shahbaz Building, Hyderabad before the 30 July 2026 deadline. Bidders are required to quote rates per 101 kilogram bag in both words and figures, including all costs for transportation, loading, unloading, stacking, and collection of sweepings. Complete tender documents, bid evaluation criteria, and route-wise schedules are available electronically through EPADS portal for registered contractors.

Government wheat stock transportation across Hyderabad Region's five routes (2023-24 and 2025-26 crop years).
Scale spans small to large depending on route selection—bid securities range Rs. 24,000–886,000, indicating varied lot sizes. Notable: re-invitation suggests prior tender failed; tight 2-hour window between submission (12:00 PM) and opening (12:30 PM); new entrants must prove 10,000+ MT handling capacity in preceding 3 years. Work includes loading, unloading, stacking at multiple collection centers and godowns, plus weather-safe transit—logistics-heavy, not straightforward haulage.
Who can bid: Must be FBR and/or SRB-registered active taxpayer, maintaining status throughout contract. Transport contractors lacking prior food department experience require third-party government certificates proving 10,000+ MT wheat/commodity handling in preceding 3 years. Typically, general contractors also need valid business registration (SECP/NTN), valid transport licenses, and insurance. Tax payment (income, sales, stamp duty) mandatory at invoice stage.
