Description / Scope of Work
The Office of the Chief Engineer, Right Bank Drainage Region in Larkana has constituted a Complaint Redressal Committee (CRC) for PSDP, ADP, and Maintenance and Repair works for the financial year 2026-27 under the Sindh Public Procurement Rules 2010 (amended to date). This notification, issued in pursuance of Government of Sindh Irrigation Department directive SO(R&S)8-110/2029-20/Part-XII dated 19 September 2020, formally establishes the committee structure and membership for handling procurement-related grievances and complaints in Larkana region.
The Complaint Redressal Committee comprises three members: the Superintending Engineer of Right Bank Drainage Circle Larkana serving as Chairman, the Divisional Accounts Officer representing the Accountant General Sindh as a member, and Mr. Hassan Ali Pirzado, Senior Engineer from G3 Engineering Consultants (Pvt) Ltd, serving as an independent professional member. This three-tier composition ensures representation from the executing agency, financial oversight authority, and independent professional expertise required for impartial complaint resolution.
The committee has been established in accordance with Rule 7 of the Sindh Public Procurement Rules 2010 for constitution of Procurement Committees and Rule 31(1) and (2) for Complaint Redressal Committees. Notification copies have been distributed to the Secretary Government of Sindh Irrigation Department Karachi, the Managing Director Sindh Public Procurement Regulatory Authority, the Superintending Engineer Right Bank Drainage Circle Larkana, and all committee members for information and implementation purposes.
