Description / Scope of Work

The University of Sindh, Jamshoro, Sindh, invites electronic bids for leftover remaining works related to Information Technology Service at the Institute of Information Technology, extension of the Administrative Block of Students Financial Aid Office, Office of Research, Innovation and Commercialization (ORIC), and Quality Enhancement Cell, with an estimated project cost of Rs. 79.400 million and a completion period of 10 months. This is a Higher Education Commission funded project under the title Strengthening and Upgradation of Academic Facilities at University of Sindh, Jamshoro. The procurement is conducted through the Sindh Public Procurement Regulatory Authority's electronic procurement system using the Single Stage Two Envelope procedure for national bidding.

Eligible bidders must meet specific criteria including registration with the Federal Board of Revenue as active tax payers for income tax and sales tax, registration with the Sindh Revenue Board for works and services as active tax payers, and registration with the Pakistan Engineering Council where applicable. Bidders must possess at least five years of experience in similar services within Higher Education Institutions and large public sector organizations, hold a valid Electrical License for Hyderabad Region, maintain an annual turnover of Rs. 80 million verified through bank statements for the preceding five years, and submit an affidavit confirming non-blacklisting status from any procuring agency. Bid security of Rs. 3.970 million (5 percent of estimated cost) is mandatory.

Bidding documents are available on the Sindh Public Procurement Regulatory Authority's EPADS portal at https://portalsindh.eprocure.gov.pk and the University website at https://www.usindh.edu.pk/tender-notices upon payment of a non-refundable tender fee of Rs. 5,000. Electronic bids must be submitted through EPADS on or before July 30, 2026, at 11:00 A.M., with bid opening on the same date at 11:30 A.M. in the presence of bidder representatives. Original pay orders and bid security documentation must be sent to the Incharge Project Director prior to opening. Bidders are advised to visit the site for assessment as the project involves multiple work items at different stages of completion.
