Description / Scope of Work
The Capital Development Authority invites bids from contractors and joint venture firms having relevant experience for the development of Capital House in Sector F-5, Islamabad. This is a significant infrastructure project with a bid security of Rs. 33.60 Million. The Electronic Bidding Documents containing detailed conditions of contract and requirements have been uploaded on EPADS at www.eprocure.gov.pk with effect from 28.07.2026 for registered bidders. The EPC Contractor for the Project shall be responsible for complying with all specifications and standards applicable and will provide a complete solution for the intended purpose as detailed in the Bidding Documents.
The bidding shall be conducted in line with Rule 36 (4b) Two Envelopes Two Envelopes procedure prescribed under Public Procurement Rules 2004 and e-Pak Procurement Regulations 2023, open to all prospective bidders registered in the e-Pak Acquisition and Disposal System (ePADS). Technical bids must be accompanied by a Bid Security (Refundable) in the form of Pay order or CDRs in favour of DDP (Procurement and Contract), CDA issued by any scheduled bank of Pakistan. Prospective bidders shall upload scanned copy of Bid Security off e-PADS and provide the original pay-order/CDR before opening of Technical bids. Manual bids will not be accepted as per e-Pak regulations 2023.
Prospective bidders are required to submit their bids online through e-PADS at http://eprocure.gov.pk as per instructions contained in the Bidding Documents on or before 31.08.2026 at 11:30 AM. The Technical bids will be governed by using EPAO publicly on the date and time mentioned above in the presence of the procurement committee and bidders authorized representatives who choose to attend the opening session to be held at the office of Director P&CA-I, Block III, PAC Wing, CDA Secretariat, Sector G 7/4, Islamabad, Pakistan.
