Description / Scope of Work
Lahore Electric Supply Company (LESCO) invites electronic bids from interested firms and bidders for the disposal of unserviceable and scrap materials through the E-PADS (Version 2.0) procurement platform. The tender concerns the sale of iron and tower scrap totaling 388,467 kilograms currently stored at the Regional Store Shalamar in Punjab. The scrap materials are sourced from two survey reports (03/SS&T/SKP and 05/SS&T/SKP) with quantities of 255,562 kg and 132,905 kg respectively, located at 132KV Bhikhi Grid Station and 132KV Shahkot Grid Station. The items are being disposed on an "as is where is" basis, and interested bidders are permitted to inspect the scrap materials during regular working hours at the designated locations.
All participating bidders must be eligible under the Public Procurement Rules 2004 (PPRA-2004) and must submit a fixed bid security of PKR 1,200,000 in an acceptable form before the scheduled bid submission deadline. The bid security must be physically submitted to the office of the Chief Engineer (MM) at LESCO Headquarters prior to tender opening. Bidders should note that reserve prices are exclusive of all applicable taxes, and all bids shall be evaluated as exclusive of taxes with government levies charged separately at the time of final payment.
Bidding documents containing comprehensive terms, conditions, and technical specifications are available for download from the PPRA website and the E-PADS portal at www.eprocure.gov.pk. The tender shall be conducted following the 36/A procedure of PPRA Rules 2004 (as amended) through E-PADS version 2.0 under a National Open Competitive Bidding system using a single-stage, one-envelope procedure. The bid opening is scheduled for July 30, 2026 at 11:00 AM. Prospective bidders must review all eligibility criteria, general and special conditions of the work order, and undertakings regarding blacklisting, Environmental Protection Act compliance, and tender terms before submission.
