For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
FESCO seeks Office 365 Plans and Email Services for enterprise deployment across a utility company—a recurring SaaS procurement likely covering hundreds of users and multiple license tiers.
Scale appears medium-to-large given FESCO's operational footprint. Tight deadline (July 2026) with same-day bid opening suggests expedited need. Single-envelope, LCBS approach favors cost-aggressive bidders; service quality/support differentiation may be secondary. Vendor must have existing EPADS registration and non-consultancy credentials—not open to new market entrants without prior system enrollment.
Who can bid: Bidders must be registered on EPADS v2.0 for Non-Consultancy Services. No specific PEC category or additional government authority registration stated. Typically, SECP registration (for private entities) or relevant provincial authorization is required; confirm EPADS registration covers NTN/CNIC validation and tax compliance status before bidding.
