Machinery Hiring on Rental Basis for Pre-Flood Arrangements by District Council Sialkot

District Council Sialkot invites electronic bids from eligible contractors and firms through the Punjab e-Procurement System for the hiring of machinery on rental basis for pre-flood arrangements. Four separate contracts are being procured across different tehsils within the district: Tehsil Sialkot (20.00 million), Tehsil Pasrur (15.00 million), Tehsil Sambrial (15.00 million), and Tehsil Daska (15.00 million), with a total estimated value of 65 million Pakistani rupees. The procurement is conducted in accordance with the Punjab Procurement Rules, 2014 as amended, and the Punjab e-Procurement System administered by PPRA.

Contractors and firms must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 wherever applicable. Bidders are required to submit a Bid Security equal to 5 percent of the estimated cost only through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System using SWIFT MT760. Physical bid securities including CDR, pay order, and demand draft shall not be accepted. Upon acceptance, the successful bidder must furnish a Performance Security equal to 5 percent of the Contract Price through SWIFT MT760 in accordance with Rule 56. The contract shall be awarded to the lowest evaluated responsive bidder.

Bidding documents containing detailed instructions, eligibility criteria, specifications, bill of quantities, and contract conditions are available free of cost on the Punjab e-Procurement System at https://ep.punjab.gov.pk/auth/login and the PPRA Punjab website from the date of publication. Electronic bids must be submitted only through the Punjab e-Procurement System on or before 04-08-2026 at 11:00 AM. Bids will be opened electronically on the same day at 1:30 PM in the office of District Council Sialkot in the presence of bidders or authorized representatives.
