Agricultural Procurement in Pakistan's Public Sector

Agriculture is the backbone of Pakistan's economy, accounting for over 20% of GDP and employing nearly 40% of the workforce. Pakistan Agricultural Research Council (PARC) and its network of agricultural research institutes procure breeder and foundation seeds for multiplication. FAO Pakistan and USAID-funded agricultural resilience programmes issue humanitarian seed procurement tenders following flood and drought emergencies.

Fertilisers and crop inputs are procured by the National Fertilizer Corporation (NFC) for its distribution network, and by provincial agriculture departments for subsidy schemes. Pesticide procurement is issued by Pest Warning and Quality Control of Pesticides departments in each province, covering aerial spray operations and ground spray equipment for locust control and cotton pest management. Irrigation hardware -- drip irrigation systems, sprinkler sets, submersible pumps and solar-powered agri-pumps -- is tendered under schemes promoting water-efficient farming practices.

Requirements for Agricultural Equipment Tenders

Agricultural equipment suppliers bidding on government tenders must typically hold dealer or distributor agreements from original manufacturers. For tractors, Federal Tractor Industry Development Policy compliance and Pakistan Engineering Council certification of local content is increasingly required. Seeds must be listed in the Federal Seed List or provincial approved variety lists. Fertilisers must comply with PSQCA standards. Pesticides must carry DRAP registration under the Agricultural Pesticides Ordinance. Financial security bonds, performance guarantees, and after-sales service network assessments are standard across agricultural procurement contracts.
