Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the supply of one battery-operated tractor with 5-ton capacity. This procurement is issued under tender number R2608360016 and is governed by PPRA Rules 2004 and Defence Purchase Procedure & Instructions DPP&I-35 (Revised 2024). The tractor will be delivered to the Naval Residential Complex through Bahria Gate in Islamabad, Federal territory. Bidders must be technically and financially capable and either registered or willing to register with the Directorate General Defence Purchase (DGDP) to qualify for contract award following security clearance and provision of required registration documents.
Eligible firms must submit a Bank Challan of Rs. 200 (for DGDP-registered firms) or Rs. 300 (for all other firms) as part of their technical offer. Firms must comply with all conditions of contract as outlined in DGDP contract Form DP-19 and Defence Purchase Procedure. The tender requires submission of detailed technical specifications, compliance metrics, essential literature, brochures and drawings. Bidders offering more than one option must note that DP(Navy) reserves the right to accept the lowest technically acceptable option if multiple options are approved during technical scrutiny.
Tenders must be submitted in three separate sealed envelopes: Sealed Envelope 1 containing technical offer in duplicate with all required forms (DP-1, DP-2, DP-3) and supporting documents such as manufacturer authorization letters, price lists, tax filing proof and DGDP registration letters where applicable; Sealed Envelope 2 containing earnest money deposit; and Sealed Envelope 3 containing the commercial offer with principal invoice where applicable. Technical opening will occur half an hour after the stated tender receipt deadline of 08 September 2028.
