Supply of Protective Coating for Piping at Faisalabad Terminal by PSO

Pakistan State Oil Company Limited (PSO) invites quotations for the supply of protective coating materials for piping and allied structures at its Faisalabad Terminal depot in Sindh province. The procurement includes maintenance kits of polyamine cured epoxy paint base coat (180 EA), epoxy thinner compatible with the coating (32 litres), epoxy paint in smoke grey colour for topcoat application (80 litres), and paint in Clifton sand colour for topcoat application (40 litres). The base coat must achieve a minimum thickness of 120 microns as per PSO maintenance coating standards, while the polyurethane topcoat must achieve 50 to 100 microns thickness. The environment classification for Faisalabad is C2.06. All coating materials must comply with attached compliance sheets and paint standards, with colour shades as per PSO specifications (RAL 7001 and RAL 1011). The scope covers supply only; application of coating is excluded from the contractor's scope. The procurement is justified by deterioration of existing overhead piping coatings at the main header and gantry piping, requiring touch-up and protective coating for asset protection and extended service life. Vendors must ensure all coating materials are first-class approved quality with complete documentation including MSDS, technical data sheets, and paint application guides provided by the manufacturer. A test panel must be prepared for approval by the Terminal Engineer or Location Incharge prior to supply. PSO reserves the right to conduct random laboratory testing of material samples from each batch, and any test failure requires immediate replacement at vendor's cost. All applicable taxes and supply to the plant site must be included in quoted prices.

Quotations must be submitted by 31 July 2026 with a supply time of 30 days after work order issuance. The coating will only be accepted following inspection and approval by location incharge or engineer. Late delivery will incur liquidated damages of Rs. 0.1% of purchase order value per day up to a maximum 10% deduction.
