Procurement of Ortho Foam Mattress for Prisoners by Punjab Prisons Department

The Punjab Prisons Department invites electronic bids from manufacturers, general order suppliers, and authorized dealers registered with relevant taxation and registration authorities for the procurement of 70,000 ortho foam mattresses. The mattresses are specified as bi-fold rebounding units with 100 percent cotton drill cloth covers, measuring 75 inches in length, 30 inches in width, and 2 inches in thickness, with a foam density comprising 1 inch of 28-30 density foam and 1 inch of 75-80 density ortho foam, weighing 3240 grams each. The total estimated procurement value is Rs. 382,480,000, with delivery on a FOR Jail Gate basis. This procurement is being conducted by the Inspectorate of Prisons, Punjab, located opposite New Tollinton Market, Link Jail Road (Shadman), Lahore, under the single stage two envelopes procedure as per Punjab Procurement Rules 2014.

Eligible bidders must be registered with relevant income tax and sales tax authorities and the Punjab e-procurement system portal. Bidders shall not be associated with consultancy firms engaged for design and specification preparation, nor shall they be under any blacklisting declaration by the Procuring Agency or Punjab Procurement Regulatory Authority. Government-owned enterprises may participate only with proper legal authorization from competent authorities. Prospective bidders are required to submit a bid security amount of Rs. 7,649,600 (equivalent to 2 percent of the estimated price) in the form of a bank draft or postal order in favor of the Inspector General of Prisons, Punjab, along with five sample mattresses for laboratory testing and evaluation. All laboratory and inspection expenses shall be borne exclusively by the bidder.

Bids must be submitted electronically on the Punjab e-procurement system portal at https://ep.punjab.gov.pk on or before 3 August 2026 at 11:00 AM, with opening scheduled for 11:30 AM the same day. Original bid security documents must be physically delivered to the Inspectorate of Prisons, Punjab, Lahore, with scanned copies uploaded to the portal before closing time. The offer shall remain valid for 120 days from the tender submission deadline. A performance guarantee of 5 percent shall be deposited upon award.
