Uplifting of Islamia University Chowk and Kanju Chowk – Horticulture Agency Bahawalpur

Horticulture Agency, Bahawalpur invites competitive bids from firms and contractors registered with EPAD and PEC for two infrastructure uplifting projects in Bahawalpur, Punjab under the Single Stage Single Envelope procedure in accordance with PPRA Rule 2014. The first project is the uplifting of Islamia University Chowk Bahawalpur with an estimated cost of Rs. 2,034,688 and bid security of Rs. 101,734, while the second project involves uplifting of Kanju Chowk for Makkah Clock Tower with an estimated cost of Rs. 1,207,619 and bid security of Rs. 60,380. Both projects have a completion time limit of 15 October 2026 and are located in Bahawalpur. The scope of work includes dismantling and removal of existing structures, provision of concrete work, brickwork, cement plaster, mosaic dado, stainless steel polishing of monuments, tile work with porcelain glazed tiles, prepolished granite flooring, and comprehensive electrical work including PVC pipe conduits, copper conductor cables, MCBs, distribution boards, and LED lighting installations.

All contractors, firms and suppliers must be registered from EPAD or PEC to participate in e-tendering. A bid security of 5% of the estimated amount must be submitted digitally through the Punjab e-Procurement System up to 11:00 AM on the scheduled submission date. Conditional bids will not be entertained. The successful bidder is required to furnish a performance guarantee of 10% of the contract price in accordance with Rule 56 of the Punjab Procurement Rules 2014 before contract execution. The procuring agency reserves the right to reject all bids at any time prior to acceptance without justifying the grounds under PPRA Rule.

Bidding documents can be downloaded from the Punjab e-Procurement Portal at https://ep.punjab.gov.pk/ or the Punjab PPRA website. Bidders must quote rates item-wise, scan complete bids and upload them electronically on the Punjab e-Procurement Portal up to 11:00 AM on 31 July 2026. Bid opening will take place on the same day at 11:30 AM in the presence of the Procurement Committee at the office of the Director Engineering, Horticulture Agency Bahawalpur. If 31 July 2026 is a public holiday, the tender will be opened on the next working day. All procurement activities in Punjab are now conducted exclusively through the Punjab e-Procurement System effective 1 July 2026.
