Description / Scope of Work

Islamabad Police intends to procure toners and cartridges for printer, fax and photocopiers during the financial year 2026-27. This procurement notice is issued by the Office of the Assistant Inspector General of Police (Logistics), Islamabad, under Tender Notice No. 07. The procurement will be conducted through sealed electronic bids required from eligible bidders using the e-Pak Acquisition and Disposal System (ePADS) Version 2.0 of the Public Procurement Regulatory Authority (PPRA). The scope covers the supply of consumable items essential for office equipment operations across Islamabad Capital Territory Police.

All interested firms and companies must hold valid and active NTN and Sales Tax Registration Number (STRN) to participate in the bidding process. Only registered entities that are regular in paying Sales Tax and Income Tax can participate, as verified through the Active Tax Payers List of FBR. Each bid must be accompanied by a Bid Security equivalent to the prescribed value mentioned in the bidding documents, which may be submitted as a Pay Order, Demand Draft, Bank Guarantee or CDR. Bidders must be regular in tax compliance and include certified copies of relevant registrations and tax certificates with their submissions.

Single Stage Two Envelope method with Quality and Cost Based Selection (QCBS) will be adopted in accordance with Public Procurement Rules 2004 and PPRA guidelines. Electronic bidding documents containing detailed terms, conditions, technical specifications and essential requirements are available on the ePADS version 2.0 portal. Registration on ePADS version 2.0 is mandatory for all bidders. Bids prepared as per instructions in the bidding documents must be submitted electronically through ePADS version 2.0 up to 11:00 AM on Friday, July 31, 2026, with opening on the same day at 11:30 AM. Manually submitted bids will not be accepted.
