For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a bundled procurement of twelve mid-to-large works packages (roughly Rs.14M to Rs.60M each) at PAF installations, likely site development, buildings or infrastructure upgrades rather than a single large contract, giving smaller and mid-tier PEC-registered contractors multiple entry points. The pre-qualification-before-tender-issuance model and PEC C-5+ requirement filters out very small firms, while the short window between publication and submission (about three weeks) demands readiness of documentation in advance.
Who can bid: Firms must be PEC-registered in Category C-5 or above in the relevant construction/electrical/mechanical/plumbing field with validity to June 2027; MES Category A enlistment is preferred, with 2% bid security required if not MES-enlisted. Typically NTN, tax returns and bank statements are also required for such MES works tenders.
