For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
This is a service empanelment tender rather than a large works contract, so competition is likely to come from small and mid-sized advertising and media agencies rather than large corporates. The low bid security (Rs 20,000) signals a modest-value engagement, but agencies must show active FBR/ATL registration, meaning informal or unregistered firms cannot bid. The requirement to submit design samples and ads suggests technical capability and portfolio quality will weigh heavily in evaluation, not just price.
Who can bid: Bidders must be registered advertising agencies with active Income Tax and Sales Tax registration and must appear on FBR's Active Taxpayer List (ATL). The notice does not mention PEC or SECP requirements; typically, advertising agency panels also require proof of prior public/private sector client experience and staff strength, which this EoI separately requests via detailed forms.
