Description / Scope of Work
The Local Government & Rural Development Department, Shabqadar, is inviting sealed tenders for beautification activities including infrastructure improvement and street lighting in Shabqadar Chowk, Matta Mughal Khel, Pir Qalla Chowk and Gunda in District Charsadda, Khyber Pakhtunkhwa. This is the first bi-annual tender under the MRS 2025 scheme with an estimated project cost of PKR 100 million. The works are being procured through the Single Stage Single Envelope Procedure via the electronic procurement system (ePADS) in accordance with government guidelines.
Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category and meet specified eligibility criteria detailed in the bidding documents. Bid security of 2 percent of the estimated cost (PKR 2,000,000) is required in the form of call deposits favourable to the Assistant Director LG&RDD Shabqadar. Bidders must have valid FBR and KPPRA registration (Active Tax Payer status) for the current financial year. Additional security (CDRs) must also be submitted at the time of bid submission through registered courier to the Office of AD LG&RDD Tehsil Shabqadar near PO Office, Charsadda.
Bidding documents are available for download from the official ePADS website (www.portalkp.eprocure.gov.pk) after publication of the NIT. Bids must be submitted electronically through ePADS by 07 August 2026 at 12:00 PM, with electronic opening scheduled for 12:30 PM the same day. Online clarifications are accepted until 05:00 PM on 03 August 2026. Bids remain valid for 90 days from the closing date. Rates may be offered at par, above or below the engineer's estimate, provided rates below 20 percent include detailed justification and supporting documentation.
