Pakistan Agricultural Storage and Services Corporation Limited (PASSCO), a public limited company established in 1973, invites sealed bids for the sale of approximately 8,197,989 metric tons of damaged wheat across three zones: Dera Allah Yar in Balochistan, Alipur in Punjab, and Hafizabad in Punjab. The tender aims to dispose of strategic food security reserves through open competitive bidding. The total procurement spans multiple centres with varying lot sizes and reserve prices per metric ton ranging from 2,500 to 20,000 rupees, depending on location and quality assessment. This represents a significant national food commodity transaction managed under Ministry of National Food Security and Research allocations.
Bidders must be registered firms with valid CNIC and SECP registration where applicable. Each bid requires a security deposit issued as a Pay Order, Demand Draft, or Banker's Cheque from a scheduled bank in Pakistan, typically equivalent to the prescribed amount per centre lot. Bidders must furnish partner and director information along with certified copies of registration documents. The bid security will be forfeited upon failure to execute the agreement within seven working days or if the bidder withdraws or amends the offer. Performance security at ten percent of the contracted quantity value must be deposited upon acceptance, accepted only as PO, DD, or BC.
Complete bid documents must be submitted in sealed envelopes addressed to the Zonal Head/Supervisory Officer at respective PASSCO offices in Dera Allah Yar, Alipur, and Hafizabad on or before the stipulated date and time. Bids will be opened at the respective zonal offices on the announced date. The bid validity period is sixty days from opening. Successful bidders must lift the entire contracted quantity within forty-five days of receiving lifting orders; lifting orders will be issued in minimum lots of 100 metric tons after cost deposit confirmation through PO/DD/BC. Disputes shall be resolved through arbitration by the Managing Director of PASSCO, with exclusive jurisdiction vested in Lahore courts for litigation matters.
