Pakistan State Oil Company Limited (PSO) invites quotations for a comprehensive survey of critical high levels (HHLA) of product storage tanks across five operational locations in Sindh province. The scope encompasses detailed surveys at Buffer Oil Terminal (BOT) with 2 tanks, Daulatpur Depot with 1 tank, Faqirabad Depot with 2 tanks, New Faisalabad Depot with 10 tanks, and Juglot Depot, totalling approximately 16 tanks of varying sizes and capacities storing HSFO, HSD, PMG, SKO and R95 products. Surveys must be conducted in accordance with API MPMS Chapter 2.2 standards using Electro-Optical Distance Ranging (EODR) technology to establish critical high-level reference points required for tank level alarm installation. The vendor is required to provide detailed general arrangement drawings of tank shells, roofs and foundations with all nozzles, equipment, platforms, ladders and appurtenances marked with dimensions and elevations from reference points, along with comprehensive survey reports including measurements, calculations, methodology and conclusions.
The quotation must cover survey work (measured in each tank as a separate unit) and mobilization, demobilization, boarding and lodging charges for deployed personnel for the full project duration. Bidders must be capable of executing precision surveying work on storage tank infrastructure using advanced optical ranging technology and producing detailed technical documentation compliant with international petroleum measurement standards. Submissions must include unit prices for each survey location and transportation costs, with all deliverables including completed datasheets as specified by PSO.
