Description / Scope of Work

Lahore Electric Supply Company invites electronic bids for the disposal of unserviceable and scrap materials through the E-PADS (Version 2.0) platform. The tender covers two lots: approximately 65,544 kilograms of dismantled ACSR Lynx conductor stored at Warehouse Chichokimallian and Fazaiya Store, and 3,300 kilograms of paper waste and cardboard from Chief IT Directorate at Ghazi Grid. All items are offered on an as-is-where-is basis and interested bidders may inspect the materials during working hours. The bidding follows the Single Stage One Envelope Procedure under Public Procurement Rules 2004 (PPRA-2004) through the national e-procurement portal. Reserve prices are stated as exclusive of all applicable taxes, which will be charged separately at final payment.

Bidders must submit mandatory bid security in fixed amounts: 600,000 Pakistani Rupees for Lot 1 (conductor) and 8,000 Pakistani Rupees for Lot 2 (paper waste). The original bid security must be deposited with the Chief Engineer (Materials Management) at LESCO Head Quarters before the scheduled bid submission time. Eligible participants are invited to download complete bidding documents containing detailed terms and conditions from the PPRA website and the E-PADS portal at www.eprocure.gov.pk.

Bids will be opened on 6 August 2026 at 11:00 AM. Interested bidders should register on E-PADS, review all specifications and conditions, and submit their electronic bids within the stipulated timeframe. For further information and document downloads, bidders are directed to visit www.eprocure.gov.pk or contact LESCO directly. All participants must comply with blacklisting regulations, environmental protection requirements, and standard terms and conditions outlined in Part E of the bidding documents.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

LESCO is disposing two separate commodity lots via e-auction: 65 metric tonnes of ACSR conductor (high-volume scrap metal) and 3.3 tonnes of waste paper/cardboard (low-volume). Bid security is modest relative to lot size, suggesting genuine scrap disposal rather than strategic asset sale. The conductor lot represents material salvage value; paper lot is administrative waste. Two geographically dispersed storage locations require separate logistics. Tight bid security requirements and mandatory physical deposit signal serious execution expected.

Who can bid: The notice does not specify detailed eligibility criteria. Typically, scrap disposal bidders must be registered with relevant tax authorities (NTN), maintain valid business registration (SECP or equivalent), and demonstrate capacity for material handling and environmental compliance. No specific PEC category or specialized license is mentioned, suggesting open participation to any legally registered commercial entity.
