Description / Scope of Work
Water and Sanitation Services Peshawar (WSSP) invites competitive bids for the solarization of 24 tube wells within its jurisdiction in Khyber Pakhtunkhwa province. The work is being procured under Single Stage Two Envelope method of KPPRA Rules 2014 through the EPADS electronic procurement platform. Bidders are evaluated on Above/Below System against the Engineer's Estimate based on applicable Minimum Rate Schedules. The project scope covers conversion of existing tube wells to solar-powered systems, a critical infrastructure modernization initiative for water supply services in the province.
Eligible bidders must hold valid PEC registration with category C-4 or above, including relevant technical codes for civil engineering (CE-09, CE-10), electrical engineering (EE-04, EE-11 Solar), and mechanical engineering (ME-05, ME-07). Bidders must register on the EPADS portal at https://kp.eprocure.gov.pk before the closing date. Bid security of 2% of the total bid price must be submitted as an original CDR in the name of WSSP Contractor Securities, along with a supporting affidavit, delivered separately by post before the deadline. A non-refundable tender fee of PKR 3,000 is payable to WSSP's Bank of Khyber account. Subcontracting is strictly prohibited.
Technical bids will be opened on 17th August 2026 at 11:30 am following the 11:00 am submission deadline. Financial bids of technically qualified bidders will be opened on a date to be announced after technical evaluation. A pre-bid meeting is scheduled for 11th August 2026 at 3:00 pm at WSSP Conference Room, Local Government Complex, Hayatabad, Peshawar.
