Description / Scope of Work

The District Head Quarter Hospital Mandi Bahauddin, operating under the Health & Population Department of the Government of Punjab, invites sealed bids through the Punjab e-Procurement System for ten separate framework contracts covering essential medical supplies, equipment, and services for the financial year 2026-2027. The procurement encompasses medicines and surgical/disposable items (estimated at 60 million), bio-medical gases (20 million), laboratory materials (5 million), X-ray films and radiology accessories (2 million), dental items (2 million), printing materials (4 million), stationery items (2 million), miscellaneous and general store items (6 million), laundry and other services (8 million), and hematology and chemistry analyzer materials (5 million), totaling approximately 114 million Pakistani rupees. Each package will be procured separately under open competitive bidding following the Punjab Procurement Rules 2014 as amended. The contracts are intended to facilitate day-to-day local procurement of critical hospital supplies and services.

Eligible bidders include all suppliers, manufacturers, authorized sales and service dealers, and firms that are not blacklisted by any government department or the Punjab Procurement Regulatory Authority. Bidders must not have been associated with firms engaged to provide consulting services for preparing specifications or design documents. Government-owned enterprises may participate only if they are legally and financially autonomous and operate under commercial law. A bid security of three percent of the estimated cost for each package must be provided in the form of a CDR or bank guarantee from a scheduled bank of Pakistan. All goods and services must originate from eligible source countries as defined in the bid data sheet.

Bids must be submitted electronically through ep.punjab.gov.pk before 10:30 a.m. on 05 August 2026, with physical bid security delivered to the procuring agency office by the same deadline. Bid opening will occur at 11:30 a.m. on 05 August 2026 in the office of the Medical Superintendent, DHQ Hospital Mandi Bahauddin, in the presence of bidders' representatives.
