Construction of Streets, Drains & PCC Works across Multiple Locations in Sialkot District

The District Council Sialkot invites electronic bids from eligible contractors and firms for the construction of streets, drains and Plain Cement Concrete (PCC) roads across multiple tehsils and locations within Sialkot District, Punjab. The primary work (reference 1/43) covers construction of streets, drains and PCC in Kalian Chanor with an estimated cost of Rs. 2.5 million, though the tender notice lists 19 separate schemes with a combined estimated value of approximately Rs. 65.5 million across various tehsils including Pindi Bajwan, Hail Bajwan, Thay Dargahi, Wana Zanda, Khalil Pur, Bhuth, Rani Chak, Kujhi Mand, Markewal, Kothay Manhasa, Mathial Bajwat, Jhamia Bajwat, Nazir Pura, Garhi Gondal, Saidra Khurd and Rehand Khokran. The procurement is being conducted through the Punjab e-Procurement System in accordance with the Punjab Procurement Rules 2014 as amended.

Bidders must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 where applicable and must meet all eligibility requirements stipulated in the bidding documents. Bid Security equivalent to 5 percent of the estimated cost must be submitted exclusively through Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System using SWIFT MT760; physical bid securities such as CDRs, Pay Orders and Demand Drafts are not acceptable. Upon contract acceptance, the successful bidder must furnish additional Performance Security equal to 5 percent of the Contract Price through SWIFT MT760 in accordance with Rule 56 of the Punjab Procurement Rules 2014 as amended.

Bidding documents containing detailed instructions, eligibility criteria, technical specifications, Bill of Quantities and contract conditions are available free of cost from the Punjab e-Procurement System at https://ep.punjab.gov.pk/auth/login and the PPRA Punjab website. Electronic bids must be submitted through the Punjab e-Procurement System only on or before 5 August 2026 at 11:00 AM. Bids will be opened electronically on the same day at 1:30 PM at the office of the District Council Sialkot in the presence of bidders or their authorized representatives. Bids remain valid for 60 days from the opening date unless otherwise specified. The contract shall be awarded to the lowest evaluated responsive bidder. Manual bids submitted through email, courier, post or by hand will not be accepted.
