Re-construction of Punjab House Rawalpindi – ADP 1889 tender by Punjab Building Department

The Punjab Building Department (North Zone) invites item-rate based tenders for the re-construction of Punjab House in Rawalpindi under ADP No 1889 for the financial year 2025-26. The estimated cost of the project is PKR 1,098.882 million with an earnest money requirement of 5% (PKR 51.980 million). The work is to be carried out in Rawalpindi Cantonment area on Mehrabad Main Peshawar Road. Tenders are invited from engineering firms and contractors enlisted and renewed with Pakistan Engineering Council (PEC) for the current financial year in the relevant category and specifications code. The procurement follows PPRA Rules 38(2)(a) under a Single Stage Two Envelope system comprising Technical and Financial bids.

Eligible bidders must hold a valid PEC license with the requisite relevant specifications and code for building construction work. A 5% bid security must be submitted electronically through the Punjab e-Procurement System (https://ep.punjab.gov.pk) with PSID generation as mandated. No physical financial instruments including Call Deposit Receipts will be accepted. The successful bidder must furnish a 10% Performance Guarantee of the contract amount in the form of CDR or Bank Guarantee within 15 days of bid acceptance. Bidders must quote rates against each item of the Design and Rate (DNIT) and Bill of Quantities (BOQ), with all pages of rate analysis, summary and sub-summary completely filled; incomplete financial bids shall be declared non-responsive.

Technical and Financial bids must be submitted online through the Punjab e-Procurement System by 05 August 2026 at 11:00 AM. Technical bids will be opened on the same date at 11:30 AM at the office of the Commissioner Rawalpindi Division in the presence of contractors or their authorized representatives. Financial bids will be opened after five days of uploading the technical evaluation report at 11:30 AM.
