Provision of Missing Facilities & Renovation of GIGP Office Building, Lahore

The Communication and Works Department, Punjab Building Department (Central Zone) invites sealed bids for provision of missing facilities and renovation of the office building housing the Global Investment & Gateway of Punjab (GIGP) Wing under the Services & General Administration Department in Lahore. This single stage two envelope tender is valued at PKR 81.118 million and is to be executed within a six-month timeframe. The project encompasses comprehensive renovation and facility upgrades at the existing office premise to improve operational infrastructure and working conditions for government staff. Bidders must be contractors or firms duly enlisted and renewed with the Pakistan Engineering Council (PEC) for the current financial year in the relevant category and specialization code, with the original PEC license to be produced during bid submission. The tender solicits item rate-based bids with detailed Bill of Quantities as per the approved DNIT schedule. Earnest money amounting to PKR 4.056 million (5% of estimated cost) must be submitted in the form of a CDR, bank draft, or cashier's cheque of any scheduled bank, and shall accompany the technical bid documents. All bidding shall be conducted exclusively through the EPADS (E-Pak Acquisition and Disposal System) portal at https://eprocure.gov.pk and https://punjab.eprocure.gov.pk; manual submissions will be rejected. Technical and financial bids must be uploaded separately on the EPADS platform by 12:00 PM on 06.08.2026, with technical bids opening at 12:30 PM on the same date in the office of the Commissioner Lahore Division. Financial bids shall be opened following technical bid evaluation. Bidders requiring clarification should contact the employer through EPADS no later than five days before the deadline. The procuring agency reserves the right to reject all bids at any stage as per PPRA rules, and false information or inauthentic CDRs shall result in bid rejection with referral to PEC and PPRA for legal action.
