Security Guards Services by Punjab Vocational Training Council Hassanabdal

The Punjab Vocational Training Council, Vocational Training Institute Hassanabdal invites tenders for the provision of security guards services under Tender No. 01 on a single stage two envelope basis. The contract is for a period of one year effective from July 1, 2026 to June 30, 2027, extendable up to three years subject to approval from the competent authority. Eligible bidders must be registered with tax authorities, EOBI, Social Security, Life Insurance and SECP, hold valid licenses from the Home Department, possess a No Objection Certificate from the Ministry of Interior, and demonstrate at least three years of relevant experience in providing security services. Bidders must submit a fixed bid security of Rs. 26,400 (equivalent to 4 percent of the total estimated price) in the form of a Pay Order or Demand Draft payable to the Principal Vocational Training Institute, Hassanabdal. Only one bid per firm is permitted, whether submitted individually or in joint venture mode. Offers must remain valid for 90 days and quoted rates must not fall below the minimum government of Punjab salary for security guards. No escalation in rates will be permitted during the contract period unless the Punjab Government revises the minimum baseline cost.

Bid documents should be submitted in sealed envelopes as per the tender instructions. Payment will be made through crossed cheque within 30 days of satisfactory performance, provided the bidder submits monthly invoices and proof of EOBI, Social Security and Group Life Insurance contributions for all deployed security guards. The security services will be inspected by authorized VTI Hassanabdal personnel, and poor performance may result in contract cancellation or penalties up to the monthly service charges of one security guard.
