For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
This is a Rs. 33 crore EPC contract for a capital development project in Islamabad's F-5 sector, requiring full design-build delivery. The two-envelope process and substantial bid security indicate a formal, competitive procurement. The tight submission window (less than 6 weeks) and online-only upload requirement suggest experienced bidders familiar with ePADS; any delay will result in automatic rejection. This appears to be a single, non-recurring development project rather than a framework arrangement.
Who can bid: Bidders must be registered on EPADS and typically require a valid SECP registration (for companies), active NTN with FBR, and PEC membership for construction firms (likely Cat-C or higher given the scale). The notice does not explicitly state PEC requirement; bidders should verify category eligibility in full bidding documents.
