Purchase of Sports Items, Stationery, Furniture and Miscellaneous Goods by Punjab Police Operations Wing

The Police Department, Operations Wing, Lahore invites e-bids for the purchase of various miscellaneous and general items for the financial year 2026-2027. The procurement covers 15 categories of goods with an estimated total cost of PKR 499.8 million, including sports items, hot and cold equipment, office stationery, computer stationery, printing and publications, lubricants, furniture and fixtures, plant and machinery, beds and boxes, entertainment items, and miscellaneous COVID-related items. The tender is issued by the DIG/Operations Office located opposite Government Islamia College, Civil Lines, near District Courts, Lahore, and represents a comprehensive framework agreement for the supply of essential goods across multiple departments and operational requirements.

Bidders must be registered with the Federal Tax Department for income tax, sales tax, and professional tax purposes, with copies of registration certificates required to accompany technical proposals. The bid security must be submitted as 3% of the estimated cost in the form of a Call Deposit Receipt (CDR), bank guarantee, demand draft, or pay order from any scheduled bank in favour of DIG/Operations, Lahore, before the e-bid submission deadline. Technical samples, brochures, and product catalogs with detailed specifications are mandatory for all items, and bids without complete specification details will be rejected. Professional tax clearance certificates for the financial year 2025-2026 are required, and rates must be quoted in PKR including all applicable taxes unless the bidder is an authorized importer with FBR certification.

E-bids must be submitted online through the ePADS portal by 28 July 2026 at 11:00 AM, with bid opening scheduled for the same day at 11:30 AM. Bidders may participate in single lots or multiple packages, but must quote rates for every item in their chosen package, with lowest evaluated bid determined on cumulative cost of the entire lot. Rates will remain valid until 30 June 2027, and successful bidders must provide performance guarantees of 1-5% of approved rates in the form of CDR valid until warranty expiry.
