Lab Tests Service Outsource Framework Contract by Social Security Hospital Jauharabad

The Social Security Hospital (SSH), Jauharabad, under the Punjab Employees' Social Security Institution, invites bids through the E-Procurement System (E-PS) from registered Punjab Health Care (PHC) firms to conclude a framework contract on an item-wise basis for the provision of laboratory test services on an outsourced basis during the financial year 2026-27. The estimated cost of the contract is Rs. 7,00,000/-, and the procurement shall be conducted through an open tender process on a FOR basis at the consignee's end (SSH, Jauharabad). This framework contract will establish a supply arrangement for various laboratory testing services required by the hospital throughout the fiscal year.

Eligible bidders must be registered with the Punjab Health Care (PHC) system and registered with the E-Procurement System (E-PS) under PPRA guidelines. Firms blacklisted by PPRA or PESSI/SSH Jauharabad are explicitly prohibited from participating. Bidders must be compliant with ISO 15189 standards for medical laboratories, maintain proper cold chain handling procedures, possess MDCAT/PMC pathologist credentials, and ensure online access or hard copy availability of test records. Bidders are required to submit bid security equivalent to 2% of the total quoted bid amount in the form of a CDR, Bank Guarantee, Demand Draft, or Pay Order exclusively through the Bank of Punjab (BOP).

The bidding shall follow the Single Stage – Two Envelopes Bidding Procedure as per Rule 38(2)(a) of the Punjab Procurement Regulatory Authority Rules, 2014. Bidders must submit original bid security documents to the office of the Medical Superintendent, SSH, Jauharabad, on or before the closing date. E-bids (readable scanned copies) must be uploaded to the E-Procurement System (E-PS) by 10.08.2026 until 09:30 A.M., with bids to be opened on the same day at 10:00 A.M.
