Description / Scope of Work
The Punjab Prisons Department invites bids for the procurement of wheat (FAQ) through a single-stage two-envelopes competitive bidding procedure. The total estimated quantity is 50,000 kilograms with an estimated cost of PKR 5,000,000, while the bid security is set at PKR 100,000. The procurement is for supply to Central Jail Rawalpindi on Main Adyala Road. Eligible bidders include associations of firms, companies, sole proprietors, suppliers, authorized dealers, and authorized distributors registered with relevant authorities and the E-Procurement Punjab portal of PPRA. Bidders must not be blacklisted by the Procuring Agency or PPRA, and government-owned enterprises may participate only if duly authorized by their competent authority. All procurement procedures shall be conducted in accordance with the Punjab Procurement Authority Act 2009 and Punjab Procurement Rules 2014.
The bid security of PKR 100,000 must be submitted as certified deposit receipt (CDR) or original bank guarantee from a scheduled bank, equivalent to 2 percent of the estimated cost. Bidders should not have been associated with firms engaged to provide consultancy services for preparation of design, specifications, and other documents related to this procurement. Interested bidders must be registered with E-Procurement Punjab portal and relevant tax authorities including Income Tax and Sales Tax departments. Technical bids will be opened first on August 11, 2026, at 14:30 hours, followed by financial bids if technical evaluation is satisfactory. All documentation must comply with PPRA regulations and the specifications detailed in the tender document.
