Parks & Horticulture Authority, Lahore invites sealed bids from eligible food chains, franchises and established restaurant brands for development, maintenance and operations of a restaurant facility at Jilani Park, Lahore, Punjab. The successful bidder will be responsible for establishing a modern, eco-friendly restaurant with sit-out area, kitchen, storeroom, snack bar, serving counter and washroom facilities at their own cost. All development work must be subject to PHA approval and supervision, with preference for prefabricated structures to preserve the park's natural aesthetics. The lease period is ten years non-extendable, with four months rent-free mobilization and development period provided after which regular lease terms commence.
Eligible bidders must be established national, international or multinational food chains with vast experience at national and international level and demonstrable sound financial worth. Applicants must provide affidavit confirmation of non-blacklisting by any government department, evidence of financial capacity via one year bank statements, tax registration documents, and detailed organizational profile with employee information. Registration with Food Authority for existing food business is required. Technical evaluation will award 65 qualifying marks out of 100 based on organizational profile, financial worth, experience of related projects and proposed concepts and plans for development and operations.
Bid security must be submitted as Pay Order or CDR drawn in the name of Parks & Horticulture Authority, Jilani Park, Jail Road, Lahore. Separately sealed technical and financial proposals must be submitted together in a single bid packet with no additional documents entertained after submission. Successful bidder must submit advance rent of six months within seven days of acceptance, failing which acceptance will be cancelled and bid security confiscated. Rentals increase annually at 10 percent and are payable bi-annually 15 days before each term start.
