Description / Scope of Work
The University of Agriculture, Faisalabad invites Request for Proposal (RFP) from consulting firms registered with Pakistan Engineering Council (PEC) and prequalified by the Planning & Development Board, Government of the Punjab under Infrastructure & Structural Engineering (Building) for detailed design including master planning and resident supervision of two civil work development projects. Project A is the Model Seed Research & Outreach Station Narowal under the Quality Seed Production project with tentative civil work cost of Rs 542.914 million and estimated consultancy cost of Rs 5.429 million for design phase and Rs 10.858 million for resident supervision. Project B is the PKNC Regional Outreach Research Center at Narowal with tentative civil work cost of Rs 161.071 million and estimated consultancy cost of Rs 1.610 million for design and Rs 3.221 million for supervision. The procurement will be conducted through the Punjab e-Procurement System launched by PPRA authority effective 01-07-2026.
Eligible bidders must possess valid certificate of registration with Pakistan Engineering Council and be included in the updated prequalified list of the Planning & Development Board for the current financial year in the Building subsector. Required eligibility documents include registration with Securities & Exchange Commission of Pakistan or Registrar of Firms, registration with Federal Bureau of Revenue (FBR), registration with Punjab Revenue Authority (PRA), and Professional Tax Certificate. Bid security at 2% of estimated consultancy cost must be attached in the technical proposal, issued by any scheduled bank in favor of Executive Engineer (ECD-P), UAF. Bidders must demonstrate permanent professional staff with relevant qualifications and experience, list of successfully completed similar projects executed in the last five years with performance certificates, current similar works, audited financial statements for three years, and an affidavit confirming the firm is not blacklisted and not involved in litigation.

All bids must be submitted through the Punjab e-Procurement System in PDF format in single package with Technical Proposal (Original) and Financial Proposal (Original) in separate sealed envelopes by 11-08-2026 at 11:00 AM. Technical bids will be opened on the same day at 11:30 AM. The selection will be made under Least Cost Based Selection (LCBS) method. Conditional bids and bids without bid security shall be rejected. The Competent Authority reserves the right to reject all bids in accordance with PPRA Rule 35.
