Description / Scope of Work
The Special Investment Facilitation Council Division, Cabinet Secretariat, Government of Pakistan invites sealed tenders for prequalification of reputed firms and vendors in Civil, Electrical, and Allied Works categories. This is a Single Stage-Single Envelope bidding procedure open to financially sound firms holding valid PEC licenses across all service categories. The tender is issued by the Prime Minister's Office in Islamabad and seeks to establish a prequalified panel of contractors for civil and electrical construction works and related services. Bidders must demonstrate proven track record and experience in relevant business domains with sound financial positions to be considered for the competitive bidding process.
Eligibility is restricted to firms with valid PEC licenses in all categories of services including Civil, Electrical, and Allied Works. Applicants must submit a company profile containing detailed experience in the field and evidence of financial soundness. An earnest money deposit of Rs. 300,000 (refundable) is mandatory, to be submitted as a Bank Draft or Pay Order in favor of the Section Officer (Admn), SIFCD, Islamabad. Cheques are not accepted under any circumstances. The bid security of successful bidders will be retained until contract completion. Only those firms meeting the prequalification criteria and submitting required documentation will advance to the competitive bidding phase.
Tender documents are available in hard copy form from the Special Investment Facilitation Council Division at the Prime Minister's Office, Islamabad. Bidding documents must be signed on each page by an authorized representative and submitted in hard form to the Section Officer (Admn), SIFCD before 11:00 a.m. on 13 August 2026. Bids will be opened on the same day at 11:30 a.m. by the evaluation committee at SIFCD's office. If the submission deadline coincides with official holidays or weekends, the deadline extends to the next working day.
