Description / Scope of Work
The Engineer-in-Chief Branch, GHQ Rawalpindi invites applications for pre-qualification of firms, contractors and consultants to provide consultancy services for design and resident engineer supervision at multiple locations across Pakistan including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Muzaffargarh, Swat, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat and Gwadar. This pre-qualification process is undertaken in accordance with clauses 13, 15 and 16 of the PPRA Rules 2004 and will result in the issuance of tender documents for qualified firms. Interested organisations must be registered with the Pakistan Engineering Council in the relevant field and possess satisfactory completion certificates for prior projects.
Eligibility is restricted to firms enlisted with PEC in category C-2 or above in their relevant field, with validity extending to June 2027, or alternatively enlisted with MES in category A. Non-enlisted firms may participate by providing a 2 percent bid security (refundable). Applicants must not have any special report from the Directorate of Inspection and Enforcement, must have no outstanding recoveries from DI&E, and should preferably be enlisted with MES. All firms must furnish details including work orders, project locations, completion photographs, personnel lists, bank statements, NTN certificates and income tax returns for the preceding three years.
Tenders will be issued exclusively to pre-qualified firms and must be received at the E-in-C's Branch, GHQ Rawalpindi by 1130 hours on 17 August 2026, with opening scheduled for 1200 hours the same day. Incomplete applications will not be entertained. The accepting officer reserves the right to reject any or all applications under paragraph 33 of the PPRA Rules 2004.
