The Engineer-in-Chief Branch, GHQ, Rawalpindi invites applications for pre-qualification of firms, contractors and consultants to undertake consultancy services for design and resident engineer supervision covering multiple locations across Punjab including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Muzaffargarh, Swat, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat and Gwadar under reference 2000-PPRA/21-N/26-27/2/CSlty/DP&W/E-2. The scope encompasses design and resident engineer supervision for certain works with a national geographic spread across multiple provinces. Eligible firms must furnish detailed credentials including work orders, project locations, completion certificates from users, evidence of prior experience in construction, electrical, mechanical or plumbing works, and proof of registration with the Pakistan Engineering Council in the relevant field. Applicants are required to submit personnel lists, bank statements, NTN certificates and income tax returns for the preceding three years demonstrating financial stability and compliance. Only firms enlisted with PEC in Category C2 or above in their relevant discipline with validity extending to June 2027, or preferably registered with MES Category A, may apply, with non-enlisted firms permitted if they provide a two percent bid security refundable upon completion. Firms must demonstrate prior pre-qualification approval from Engineer-in-Chief Branch GHQ Rawalpindi, absence of any special reports from the Directorate of Infrastructure and Engineering concerning defects or recoveries, and clean compliance records. Tenderers who meet these stringent criteria will receive detailed tender documents and be required to submit sealed bids at the E-in-C Branch, GHQ Rawalpindi by 1130 hours on 17 August 2026, with opening scheduled for 1200 hours the same day. Incomplete applications will not be considered and the accepting officer reserves full discretion to reject any or all submissions in accordance with PPRA Rules 2004 paragraph 33.
