Fire Fighting & Fire Safety Equipment and Security Walk Through Gate Procurement by IBCC

The Inter Boards Coordination Commission (IBCC), Islamabad invites sealed bids from eligible manufacturers, authorised distributors, authorised dealers and suppliers registered with relevant Pakistani tax authorities for procurement of Fire Fighting and Fire Safety Equipment and Security Walk Through Checking Gate under a one-year framework agreement. The procurement encompasses supply, delivery, installation, testing, commissioning, training where applicable, warranty services and after-sales support at IBCC Head Office and Regional Offices through call-off orders issued during the framework agreement period. Bidders must be legally registered in Pakistan, registered with the Federal Board of Revenue and appearing on the Active Taxpayers List, registered for Sales Tax where applicable, and not blacklisted or debarred by any government or semi-government organisation. All goods must be brand new and unused, genuine and free from manufacturing defects, manufactured in accordance with applicable international standards and suitable for operation under Pakistani environmental conditions. The bid security requirement is PKR 750,000 in the form of a Pay Order or Bank Draft drawn in favour of IBCC Islamabad. Technical proposals and financial proposals must be submitted in separate sealed envelopes under the Single Stage Two Envelope Procedure in accordance with PPRA Rules 2004 as amended. Bids must be submitted by 17th August 2026 at 09:30 AM at the Committee Room of IBCC located at Plot No. 25, Street No. 38, I & T Centerg-10/4, Islamabad. Technical proposals will be opened publicly on 17th August 2026 at 11:30 AM in the presence of bidders or their authorised representatives. Financial proposals of technically responsive bidders meeting minimum qualifying scores will be opened separately on a date communicated to qualified bidders. IBCC reserves the right to reject any or all bids or annul the procurement process in accordance with PPRA Rules 2004.

Medium-scale procurement requiring relevant experience in fire equipment supply and security systems installation. Bidders must hold FBR registration and ATL status.
