Description / Scope of Work
The Federal Board of Revenue (FBR) invites bids from eligible contractors registered on the E-Pak Acquisition and Disposal System (EPADS) for the hiring of a Public Relations and Communication Firm. This is a non-consultancy services procurement planned for the financial year 2026-27, with funds reserved under the federal government budget. The scope of work encompasses public relations and communications services as detailed in the request for bids documentation. The procurement will be conducted using a Single Stage Two Envelope Bidding Procedure following the Quality and Cost Based Selection (QCBS) technique in accordance with the Public Procurement Rules, 2004.
Eligible bidders must be registered on EPADS and meet all eligibility criteria outlined in the bidding documents. All bids must be accompanied by a Bid Security of PKR 1,000,000 in the form of a cheque, bank draft, pay order, or Bid Securing Declaration on the prescribed format. Bidders are required to comply with all technical specifications and requirements detailed in Section V of the bidding documents, including evaluation criteria and the schedule of requirements for the hiring of the communication firm.
Bid documents are available on the EPADS portal at www.eprocure.gov.pk. A pre-bid meeting is scheduled for 3rd August 2026 at 11:00 AM in Room 358, 3rd Floor, FBR Headquarters, G 5/2 Constitution Avenue, Islamabad, with virtual participation available via Zoom. Electronic bids must be submitted through EPADS on or before 11:00 AM on 17th August 2026, and will be opened the same day at 11:30 AM.
