Lease and Operation of Main Campus Canteen 2026-27 by GCWUF

Government College Women University Faisalabad invites sealed bids for the lease and operation of its Main Campus Canteen for the financial year 2026-27. The tender is issued under the Single-Stage Two-Envelope procedure as per Punjab Procurement Rules 2014 and invites eligible firms, franchise operators, food chains, restaurants and food-service companies to participate. The estimated contract value is Rs. 7,500,000 inclusive of applicable statutory taxes. The canteen is located at GCWUF in Faisalabad, Punjab, and the contract period is one year from the date of possession, with provision for extension up to two further one-year terms subject to satisfactory performance and a 10% annual increase in rent.

Eligible bidders must be registered with the Federal Board of Revenue on the Active Taxpayers List and registered for sales tax where required by law. Bidders must demonstrate at least three years of verifiable experience operating a canteen or institutional food services for an educational institution or organisation. A statutory affidavit confirming the bidder is not blacklisted by any government body is mandatory. Each bid must include an interest-free bid security of Rs. 375,000 (5% of the minimum annual lease offer) as a CDR or bank draft from a scheduled bank in favour of the Treasurer, GCWUF.

Technical and Financial Bids must be submitted online through the Punjab E-Procurement System (https://ep.punjab.gov.pk/) by 12:00 PM on 13 August 2026. Technical Proposals will be opened on the same date at 12:30 p.m. in the Committee Room, GCWUF. Financial Proposals of only technically qualified bidders will be opened at a date and time to be notified later.
