Framework Contract for Medicines, Disposables, Surgical and Laboratory Items – THQ Hospital Pind Dadan Khan

The Tehsil Headquarters Hospital Pind Dadan Khan, District Jhelum, under the Health & Population Department of the Government of Punjab, is inviting electronic bids for a framework contract to supply medicines, disposables, surgical items, laboratory items, general store items, x-ray and radiology items, printing items, and dental material for the financial year 2026–27. The procurement comprises six separate framework contracts with an aggregate estimated value of approximately 19 million Pakistani rupees. All bidders must be registered and licensed to operate only within District Jhelum as per Local Procurement guidelines vide notification SO(EP&C)6-5/2025(Misc) dated 11th June 2026. The procurement is managed by the Health & Population Department and will be implemented on an ongoing basis throughout the financial year, with zakat fund supplies at the same contracted rates.

Eligible bidders must be registered manufacturers, authorized sales and service dealers, or authorized distributors holding valid National Tax Numbers (NTN), income tax registration certificates, and general sales tax (GST) registration where applicable. All bidders must provide certified copies of these registrations and a copy of their CNIC with their technical bid. The bid security requirement is 2 percent of the estimated procurement price for each framework category, submitted electronically through the Punjab e-Procurement System. No physical financial instruments such as crossed cheques, postal orders, or bank guarantees will be accepted; all security must be submitted digitally on the e-procurement platform before the closing deadline.

Bidding documents are available free of cost from the Punjab e-Procurement System at eproc.punjab.gov.pk/activetenders.aspx and also on the website of the Punjab Procurement Regulatory Authority. All bids must be submitted electronically using the Single Stage–Two Envelope procedure (technical bid and financial bid) through the Punjab e-Procurement System by 10:30 AM on 15 August 2026. Bids will be opened publicly at 11:00 AM on the same date at the office of the Medical Superintendent, THQ Hospital Pind Dadan Khan, in the presence of bidders' representatives who wish to attend.
